اتجاهات ومحددات الإنفاق الصحي في منطقة الشرق الأوسط وشمال إفريقيا (mena) دراسة قياسية خلال الفترة (1995-2014) باستخدام أسلوب تحليل بيانات (panel)

Résumé: الملخص إن النمو السريع للنفقات الصحية أصبح مصدر قلق كبير بالنسبة لجميع الأطراف المستفيدة في منطقة الشرق الأوسط وشمال إفريقيا. وعلى الرغم من أن العديد من الدراسات التي تناولت موضوع محددات الإنفاق الصحي في الدول والاقتصاديات المتقدمة، هناك القليل منها التي ركزت على الدول النامية وبالأخص دول منطقة (MENA). استخدمت الدراسة أسلوب تحليل (Panel) لـ 18 دولة من المنطقة على مدى 20 سنة من سنة 1995 حتى سنة 2014. وقد أظهرت النتائج أن معدل نمو النفقات الصحية (340%) خلال فترة (1995-2014) قد فاق معدل نمو الناتج المحلي الإجمالي (125%) خلال نفس الفترة. كما توصلت الدراسة إلى أن كل من الدخل، الإنفاق العمومي، فئة الشيخوخة، تحسن الصرف الصحي هي العوامل المتحكمة في نمو النفقات الصحية لدول المنطقة خلال الفترة (1995-2014). وبالتالي وجب عدم ربط نمو النفقات الصحية بالدخل ولكن بالحالة الصحية والوبائية لسكان المنطقة، كما أن تحميل الأفراد مسؤولية الإنفاق الصحي سيسهم حتما في خفض مستوى الإنفاق الصحي لدول منطقة (MENA). الكلمات الافتتاحية: الإنفاق الصحي، الناتج المحلي الإجمالي، محددات الإنفاق الصحي، منطقة (MENA). Abstract: The rapid growth of health spending has become a major concern for all Stakeholders in the Middle East and North Africa region. Despite the fact that many of the studies that have addressed the issue of the determinants of health expenditures in the developed economies, there are few of them, which focused on developing countries and particularly MENA countries. The study uses Panel Analysis Method for the 18 countries of the region over 20 years from the 1995 until the year 2014. The results showed that the growth of health expenditures rate (340%) during the period (1995-2014) has exceeded GDP growth rate (125%) during the same period. The study also found that Income, public Spending, Elderly category, Improved Sanitation are the Determinants of the MENA health expenditures growing during the period (1995-2014). The study suggests the disengagement between the health expenditures and income and the MENA health expenditures must be linked to the people epidemiological situation. In addition, making people responsible of their health spending will inevitably reduce the level of health spending in MENA.
