الخطاب السياسي الإسلامي وأزمة الدولة في المنطقة العربية: دراسة في إشكالية النموذج Islamic Political Discourse And The State Crisis In The Arab Region: A Study In The Problematic Of The Model.

Résumé: ملخص: لقد تولدت عن أزمة الدولة في الوطن العربي حاجة ملحة للتنظير والكتابة عنها من أجل محاولة إيجاد حل أو مخرج لها، وبالطبع لم تكن النخبة الفكرية المشكلة للخطاب السياسي الإسلامي في معزل عن هذا، فلقد سعت إلى محاولة حل هذه الأزمة إنطلاقاً مما لديها من خلفية فكرية وعقدية وتاريخية. إذ لم تفتأ النخبة الفكرية المشكلة لهذا الخطاب من التحدث والكتابة والتنظر لواقع الدولة العربية وسبل تطوير مؤسساتها وأدائها منذ سقوط دولة الخلافة العثمانية إلى غاية اليوم، حيث مثلت مسألة نموذج الدولة نقطة رئيسية ومحورية في تحليله وتنظيره وتقييمه لمدى صلاحية أو عدم شرعية الأنظمة السياسية العربية، بل إن هذه المسألة بالنسبة للبعض من صاغة هذا الخطاب تعد أساس إصلاح الحالة العامة للأمة وعودة أمجاد الخلافة الإسلامية ومآثر الدولة الإسلامية الغابرة. Abstract: The crisis of the state in the Arab world has generated an urgent need to theorize and write about it in order to find a solution or a way out of it. In fact, the intellectual elite that formed the Islamic political discourse was not isolated from this issue, as it sought to solve the crisis based on its intellectual, ideological, and historical background. The intellectual elite which formed this discourse has not ceased to speak, write, and consider the reality of the Arab state and ways to develop its institutions and performance since the fall of the Ottoman Caliphate. As the issue of the state model represented the main and central point in its analysis, theorizing, and evaluating the validity, or illegality of the Arab political systems, and for some of the framers of this discourse, this issue is the basis for reforming the general state of the nation and the return of the glories of the Islamic caliphate and the past achievements of the Islamic state.
