انعكاسات الذكاء الاصكناعي على الأمن والسلم الدوليين

Résumé: يعد الذكاء الاصطناعي من التقنيات حديثة الانتشار في ساحة الحروب، وسلاح ذو حدين، تترجمه غاية استخدامه خاصة في ظل ظهور الاجرام الحديث، الذي يستخدم فيه الذكاء الاصطناعي كوسيلة للتقويض الأمن والسلم الدوليين. من خلال تطوير برمجيات لانتهاك حقوق الانسان وتحديث الأسلحة، مما سيضعف من قدرات الدول في مواجهة هذه الأسلحة الالكترونية في ظل غياب النصوص الدولية. استدعى ذلك، تعاون الجماعة الدولية لوضع آليات في هذا الشأن، للحد من الانتهاكات التي تحدث و/أو ستحدث، خصوصا أنها حروب غير متكافئة بين الدول المتقدمة صاحبة التطور والصناعة التكنولوجيا والدول النامية المستوردة لها، ما يضع القانون الدولي الإنساني أمام تحدي فرض نصوصه والزاميته اتجاه هذا النوع من الأسلحة المستقلة ذاتيا. Artificial intelligence is one of the new technologies emerging in international wars. Which is considered as a double-edged sword, depending on the purpose of modern crime in which artificial intelligence is used as a means to undermine international peace and security. This is through software development, which violates human rights, also upgrade weapons. This weakens the capabilities of countries to confront these electronic weapons due the absence of international lows. What necessitated international legal cooperation to establish mechanism in this regal, and limit the unequal wars between developing countries that manufacture technology and other countries that Import this technology. This made international humanitarian low take on the challenge of imposing its provisions and its obligation on this type of autonomous weapons.
