"دور البنوك في تمويل قطاع السكن دراسة حالة الصندوق الوطني للتوفير والإحتياط Cnep "

Résumé: أوﻟﺖ اﳉﺰاﺋﺮ أﳘﻴﺔ ﺑﺎﻟﻐﺔ ﻟﻘﻄﺎع اﻟﺴﻜﻦ ﻧﺘﻴﺠﺔ ﺗﺰاﻳﺪ اﻟﻄﻠﺐ عليه واﻛﺘﻈﺎظ اﳌﺴﺎﻛﻦ، الشيء اﻟﺬي ﺷﻜﻞ أزﻣﺔ ﰲ اﻟﺴﻜﻦ، مما أدى بالحكومة الجزائرية إلى اللجوء كذلك إلى اﻟﺒﻨﻮك اﻟﺘﺠﺎرﻳﺔ ﻛﻮﺳﻴﻂ ﻣﺎﱄ ﰲ ﲤﻮﻳﻞ ﻗﻄﺎع اﻟﺴﻜﻦ وهذا من خلال ﻣﺎ ﻳﻌﺮف ﺑﺎﻟﺘﻤﻮﻳﻞ أو القروض اﻟﻌﻘﺎرية. ﺣﻴﺚ ﻛﺎن ﻫﺪف دراﺳﺘﻨﺎ ﻫﻮ تشخيص مشكلة السكن في الجزائر وتحديد أهم الأسباب التي أدت إلى تفاقم الأزمة وإبراز واقع البنوك التجارية في مجال التمويل العقاري و كذلك الحصول على قيمة مضافة في مواضيع التمويل بحكم تخصصنا، كما تطرقنا إلى اﻹﺟﺮاءات اﳌﺘﺒﻌﺔ ﻣﻦ ﻃﺮف اﻟﺒﻨﻮك ﰲ ﲤﻮﻳﻞ ﻗﻄﺎع اﻟﺴﻜﻦ، ﺣﻴﺚ كانت دراستنا التطبيقية في الصندوق الوطني للتوفير والاحتياط CNEP. وﻗﺪ توصلنا ﻣﻦ ﺧﻼل دراﺳﺘﻨﺎ إﱃ أن ﻣﺴﺎﳘﺔ اﻟﺒﻨﻮك ﰲ ﲤﻮﻳﻞ ﻗﻄﺎع اﻟﺴﻜﻦ ﻗﺪ ﳜﻔﻒ ﻣﻦ ﺣﺪة أزﻣﺔ اﻟﺴﻜﻦ ﻋﻦ ﻃﺮﻳﻖ اﻟﻘﺮوض اﻟﻌﻘﺎرﻳﺔ اﳌﻤﻨﻮﺣﺔ ﻣﻦ ﻃﺮف البنوك وخاصة البنك محل الدراسة بحكم تخصصه في السكن. Algeria has given great importance to the housing sector as a result of increasing demand and housing overcrowding, which has created a housing crisis. The Algerian government has also resorted to commercial banks as a financial intermediary in financing the housing sector through so-called financing or mortgages. The objective of our study was to diagnose the problem of housing in Algeria and to identify the main reasons that led to the aggravation of the crisis and to highlight the reality of commercial banks in the field of real estate finance, as well as access to added value in the subjects of financing by virtue of our specialty. We also discussed the procedures followed by banks in financing the housing sector , Where our study was applied in the National Fund for Savings and Reserve CNEP. In our study, we found that the contribution of banks to finance the housing sector may alleviate the housing crisis through mortgage loans granted by banks, especially the bank in question, due to its specialization in housing
