Institutional Analysis Of Administrative Mediation Systems: (a Comparative Study Of Sweden .morocco .and Tunisia)

Résumé: The general scope of the research paper concerns to what we have termed the public services ombudsmen, specifically about the administrative mediator, but we will focus on it individually and define its main features in the second part. we found in the scope of these organization which the mediator takes the role of an observer ,supposed that the Swedish Ombudsman, which is the cradle by the Western model , has been applied and adopted to a large number of administrative structure .thus this research traces the analytical management practices by each model at institutional level , and to determine the extent of the difference and similarity between them by reference to performance indicators and the relationship with The administration. we will also display the mediator's work by analyzing according to Annual reports in each country, and comparing from to find out the common points of how to treat, the cases and grievance offer by the mediator and the requests for arrangement and Solution which concerning to disputes in Sweden, Tunisia and Morocco.يتعلق النطاق العام لورقة البحث بما أطلقنا عليه الإمبودسمان للخدمات العامة، أو ما يعرف تحديدا بالوسيط الإداري لكن سنركز عليه بشكل فردي ونحدد ميزاته الأساسية في الجزء الثاني من الدراسة ، كثيرا ما يتخذ الوسيط دور المراقب، وهيأت أخرى قد يكون تطبيق المصطلح فيها أقل ذي شأنا ، ونظرا لاعتبار الإمبودسمان السويدي مهدا للنموذج الغربي تبنته العديد من الهيئات الإدارية ، ستحاول الدراسة التطرق لفكرة كيف يمكن استخدام الوساطة الإدارية لتحليل ممارسات الإدارة والوسائل التي يعتمدها كل نموذج على المستوى التنظيمي والمؤسسي. كما تستند المقالة على معرفة مدى الاختلاف والتشابه بين مؤسسات الوسيط وفق المقارنة بين مؤشرات الأداء وعلاقاته مع الإدارة ، كما سنتطرق الى ابراز عمله وفق التقارير السنوية الرائدة في كل دولة على حدا والمقارنة بين المؤسسات لمعرفة النقاط المشتركة كيفية معالجة القضايا والشكاوى وطلبات التسوية وحل النزاعات العالقة في كل من السويد وتونس والمغرب
