نظريات التنمية وتطبيقاتها في الدول النامية مع رصد التجربة الجزائرية خلال الفترة (1967-2019)

Résumé: هدفت هذه الدراسة إلى تشخيص وضعية التنمية وبعض مؤشراتها في الجزائر خلال الفترة (1967-2019)، وذلك عن طريق عرض بعض محاور المخططات التنموية المسطرة ومبالغها المالية التي أعلنتها السلطات العمومية، إضافة إلى تحليل وتقييم مدى انعكاس تلك المخططات على بناء قطاعات اقتصادية مختلفة قادرة على خلق الثروة بعيدا عن الإرتباط الكلي بعائدات المحروقات. ورغم تحسن بعض مؤشرات أداء الإقتصاد الجزائري من حيث تحقيق التوازنات الإقتصادية الكلية الداخلية والخارجية خاصة خلال الفترة (2000-2014)، )، لكنه كان ظرفيا ولم يساهم في تحفيز النمو وخلق شروط الإقلاع الاقتصادي، وإذا ما أرادت الجزائر تحقيق تنمية ذاتية ومستدامة، فإن الأمر يتطلب ضرورة عصرنة منظومة التعليم وتأهيل الموارد البشرية، وكذا إعادة هيكلة القطاع العام على أساس الشراكة الإستراتيجية مع القطاع الخاص، إضافة إلى الإعتماد على الطاقات المتجددة والإقتصاد المبني على المعرفة. Abstract: This study aimed to diagnose the status of development and some indicators in Algeria during the period (1967-2019), and by presenting some axes of development plans and their amounts announced by the public authorities, in addition to analyze and evaluation the impact of these plans on building different economic sectors which are able to create wealth away from total correlation with hydrocarbon revenues. Although some improvement in the performance indicators of the Algerian economy in terms of achieving the internal and external macroeconomic balances, especially during the period (2000-2014), but it was circumstantial and did not stimulate growth and create conditions for economic takeoff, if Algeria wants to achieve self-sustainable development, it requires the need for modernizing the education system and qualifying human resources, as well as the restructuring of the public sector on the basis of strategic partnership with the private sector, in addition, relying on renewable energies and a knowledge-based economy.
