مسار سياسة سعر الصرف في الجزائر - دراسة تحليلية للنظم والنتائج بين (1964- 2015

Résumé: تسعى هذه الدراسة الى تتبع مسار سياسة سعر صرف الدينار الجزائري ابتداء من تاريخ اصدار العملة الوطنية في أفريل 1964 الى غاية ديسمبر 2015، والوقوف على اهم ملامح السياسات المتبعة في تحديد قيمة الدينار الجزائري. لقد انطلقت الدراسة بجزء نظري وقفنا من خلاله على اهم المفاهيم المتعلقة بسعر الصرف من سياسات ونظريات ونظم كي نوفر قاعدة نظرية تسمح لنا بفهم أعمق للظواهر المفسرة لسعر الصرف، ومن ثم اسقاطها على حالة الجزائر. كما خصصنا الجزء الثاني لدارسة مسار سياسة سعر الصرف في الجزائر بشيء من التحليل، تتبعنا فيه اهم الإجراءات والإصلاحات التي عرفتها سياسة سعر الصرف واهم نتائجها على الدينار الجزائري. وانتهت الدراسة بمجموعة من التوصيات والاقتراحات كانت تصب أساسا في تحقيق الشروط الأساسية لتعويم العملة والوصول بها الى مستوي تحرير مقبول، بالإضافة الى إجراءات تعميق ورفع كفاءة سوق الصرف في الجزائر. Abstract: This paper aims to track the Algerian dinar exchange rate policy from the date of issuance of the national currency in April 1964 until December 2015, and standing on the most important features of the followed policies in determining the value of the Algerian dinar. The study has started with a theoretical part of which we checked the most important concepts related to the exchange rate like policies, theories and systems in order to provide the theoretical base allows us a deeper understanding of the phenomena interpreted the exchange rate, and then project it of Algeria case; Then we have devoted the second part to study the track of exchange rate policy in Algeria with some analysis, we keep track the most important measures and reforms that have defined the exchange rate policy and their most important effects on the Algerian dinar. The study was concluded by a set of recommendations and suggestions that aimed primarily at achieving the basic conditions to float the currency in order to reach an acceptable level of liberation, as well as procedures that deepen and raise the efficiency of the exchange market in Algeria.
