الإستبعاد الثقافي التفاضلي وأثره على إعمال الحقوق الثقافية للأقليات

Résumé: تتعرض الكثير من الأقليات الثقافية حول العالم لأنواع مختلفة من الإعتداءات،جراء مطالبتها بالحفاظ على حقوقها الثقافية،فشكلت قضايا الحقوق اللغوية والحريات الدينية ومناهج التعليم إحدى أهم مطالبها. اختلفت مواقف الدول والحكومات بشأن التعامل مع أقلياتها الثقافية،فمنها من يعترف بالتعددية الثقافية،عن طريق سياسة التعايش في إطار الإستيعاب السلمي والإدماج من خلال التعدد.والعكس من هذا تتبنى الدول موقفا مغايرا،متبعتا أساليب القمع كالإدماج في إطار الإستيعاب القسري الغير مشروع والإستبعاد الثقافي التفاضلي.وسنحاول من خلال هدا المقال تسليط الضوء على صور هذا الاستبعاد ومدى تأثيره على إعمال الحقوق الثقافية للأقليات والوسائل القانونية للحد منه . Many cultural minorities around the world are subjected to various kinds of attacks because of their demand to preserve their cultural rights. The issues of linguistic rights, religious freedoms and educational curricula have been one of their most important demands. Different states and governments have different views on dealing with their cultural minorities. Some recognize multiculturalism through a policy of co-existence within the context of peaceful assimilation and integration through pluralism. Conversely, countries adopt a different attitude, following the methods of repression, such as integration in the context of illegal forced assimilation and differential cultural exclusion .
