Barriers To Innovation In Developing Countries: Evidence From Investment Climate Surveys
Résumé: In this paper, we investigate barriers to innovation faced by industrial firms in developing countries. The data used in this study were obtained from the Investment Climate Surveys (ICS) conducted by the World Bank. First, we report results on the nature and the perceived importance of barriers to innovation. Second, we investigate the determinants that explain firms’ perceptions of innovation obstacles. We then examine the existence of complementarity between barriers to innovation. Our findings show that the importance of barriers to innovation depends on firms’ characteristics as well as the firm environment. Moreover, from a policy point of view, systemic policies are needed to overcome these constraints on innovation activity.
