استراتيجيات الانتقال والحوكمة الطاقوية في الجزائر آفاق 2030

Résumé: أصبحت درجة الوعي بضرورة بناء دولة الرفاه الاقتصادي، تملك مساحة كبيرة في تشكيل الفكر التنموي المعاصر خاصة اذا تعلق الأمر بالنظم التي تعتمد بالدرجة الأولى على الموارد الطاقوية غير المتجددة . ولما كانت التجربة الجزائرية جزءا هاما في هذه المسألة كان لابد من تحليل الواقع الطاقوي في الجزائر ، وحتمية البحث في الاحتمالات الممكنة للمستقبل المرتبط بهذا الواقع، لهذا السبب حظيت هذه المسألة باهتمامنا واهتمام جل الباحثين في مختلف العلوم، وبالتالي كان الهدف من البحث هو اكتشاف النهج الطاقوي للجزائر، ومن ثم تحديد الحلقات المغلقة لإشكالية تضعضع هذا النهج في تحقيق الأمن الاقتصادي ، وهو الأمر الذي يبرز أهمية هذا الموضوع التي تكمن في قياس مدى ادراك الحكومة الجزائرية في لضرورة التغيير وحوكمة الخيارات الطاقوية. ولهذا تم طرح التساؤل التالي: ماهي أبرز ملامح الواقع الطاقوي في الجزائر؟ وإلى أي حد استوعب صانع القرار الجزائري ضرورة الحوكمة الطاقوية واعادة تحديد معالم التنمية المستدامة من خلال آلية الانتقال الطاقوي ؟ Abstract Developmentist thinking focused on the need to build an economic welfare state, through renewable energy resources. Since the Algerian experience was an important part of this issue, it was necessary to analyze the energy reality in Algeria and to explore the possible possibilities for the future associated with this reality. This is why this issue has attracted the attention and interest of researchers in various sciences. The aim of the research was to discover the energy approach of Algeria, And then identify the reasons for the weakness of the success of this approach in achieving economic security, which highlights the importance of this subject, which is to measure the extent of the Algerian government's understanding of the need for change and the governance of energy options. Here we put the following question: What is the reality of energy in Algeria? To what extent did Algeria recognize the need for energy transfer?
