العلاقات العامة في الإدارة المحلية بالجزائر دراسة ميدانية ببلدية المهير – برج بوعريريج -

Résumé: : أصبحت العلاقات العامة وظيفة أساسية لا يمكن الاستغناء عنها في الإدارة المعاصرة ، فتولي لها مهام التنظيم والاتصال الداخلي والتواصل مع الجمهور الخارجي إلا أنها لا تزال مهمة في الجزائر وخاصة فغي الإدارة العمومية وحتى المسؤولون لا يعـون أهميتها كوظيفة فعالة في تسهيل أداء عمل الإدارة وتحقيق أهدافها ، فنجد أن هيكلها التنظيمي خال من هذه الوظيفة الهامة جدا ، ولهذا جاءت هذه الدراسة كمحاولة لتسليط الضوء على واقع العلاقات العامة في الإدارة المحلية الجزائرية ومدى المكانة التي تحتلها من خلال دراسة أساليبها ووسائلها ووظائفها والمعيقات التي تحد من فعالياتها ومحاولة فتح نافذة على مستقبلها من خلال اقتراح تطبيق العلاقات العامة الالكترونية وأهميتها في تفعيل جهاز العلاقات العامة وضمان نجاحه في تحقيق هدفه بتحسين الإدارة المحلية وخاصة البلدية وكذا كسب رضا الجمهور الداخلي والخارجي لهذه الأخيرة . Summary : Public relations has become an essential function that cannot be dispensed with in contemporary administration as it assumes the tasks of organization internal communication and humility with the external public . Its organizational structure is devoid of this very important function . That is why this study came as an attempt to shed light on the reality of public relations in the Algerian local administration and the extent of the position it occupies by studying its methods , means , functions and obstacles that limit its effectiveness and an attempt to open a window on its future by proposing the application of public relations Electronic and its importance in activating the public relations apparatus and ensuring its success in achieving its goal of improving the image of the local administration , especially the municipality , as well as gaining the approval of the internal and external public for the latter .
