Résumé: In this paper, we have tried to highlight the severity of natural disasters as one of the most affected phenomena by the climate change, especially when countries worldwide (MCR campaign) has already starts taking actions in the disaster reduction field and only few of them are from Africa. This field consists of better understanding natural disasters to learn how to deal with them before, during and after the catastrophy. Therefore, in order to joing the worldwide campaign we have designed a disaster reduction center in skikda this center will be responsible for upgrading our knowledge throughout these catastrophes with an international help and of course do it sustainably and for a building to be sustainable it has to be truly energy efficient and that’s why we’ve decides to insulate the exterior walls by coating material that prevent heat gain on walls and keeps indoor temperatures ambient, In order to choose the right coating with the right thermal capacities to upgrade exterior wall performance we‘ve established a numerical simulation with EDSLTas software, where we tested thermal capacities of a thermal insulation render for exterior walls. The results showed that the proper choice of the coating has a great influence on the reduction of temperatures and energy requirements of the building and the surfaces of the exterior walls represent with excellence the place of heat exchange between interior and exterior whose surface properties have a colossal impact on the thermal and energy operation of the building. However insulating exterior walls of building it is not sufficient for the building to be fully insulated, we need to upgrade thermal capacities of the glazing and integrate internal vegetation to maximize internal cooling in the building. Cependant l'isolation des murs extérieurs du bâtiment n'est pas suffisante pour que le bâtiment soit entièrement isolé, nous devons améliorer les capacités thermiques du vitrage et intégrer une végétation interne pour maximiser le refroidissement interne du bâtiment.
