عن دور البوابة الالكترونية في تفعيل مبادئ الصفقة العمومية

Résumé: ان الاعتماد على التقنيات المعلوماتية الحديثة في ممارسة الوظائف الإدارية على مختلف المستويات التنظيمية ، أصبح ضرورة حتمية فرضتها الثورة المعلوماتية في كافة أنحاء العالم ، حيث تسعى معظم الدول من خلالها إلى إدراج الأساليب و التقنيات الالكترونية الحديثة في جل المهام الإدارية وفي اطار العقود الادارية استحدث المشرع الجزائري البوابة الالكترونية للصفقات العمومية تهدف هذه البوابة إلى استبدال الوسائط المادية بشكل تدريجي بملفات إلكترونية وبإجراءات أكثر كفاءة وأمان وتبسيط العلاقات بين الفاعلين الاقتصاديين و نشر وتبادل الوثائق والمعلومات المتعلقة بالصفقات العمومية عبر الإنترنت ، كما توفر البوابة العديد من المزايا ، أهمها الرقابة الفعالة ، ومكافحة الفساد ،و وتعزيز مبادئ ابرام الصفقات العمومية لا سيما مبدأ الشفافية والسرية والمنافسة المشروعة. Relying on modern information technologies in the exercise of administrative functions at various organizational levels has become an inevitable necessity imposed by the information revolution in all parts of the world, as most countries seek through it to include modern electronic methods and technologies in most administrative tasks and within the framework of administrative contracts. Electronic Portal for Public Transactions This portal aims to gradually replace physical media with electronic files and with more efficient and safe procedures, simplify relations between economic actors and publish and exchange documents and information related to public transactions over the Internet. The portal also provides many advantages, the most important of which are effective control, combating corruption, and Strengthening the principles of concluding public deals, especially the principles of transparency, confidentiality and legitimate competition.
