انعكاسات إصلاحات نظام الجباية المحلية على التنمية بالجنوب الجزائري "بلدية ادرار أنموذجا"

Résumé: ملخص: يعالج هذا المقال الإصلاحات التي عرفها نظام الجباية المحلية لاسيما خلال الفترة ما بين 2010-2017، والتي كان الهدف منها الرفع من مردودية الموارد الجبائية للجماعات المحلية بصفة عامة والبلديات بصفة خاصة، بالنظر للدور الأساسي والهام للبلديات في التنمية المحلية، وعليه سنحاول من خلال هذه المداخلة إلى حصر الضرائب والرسوم التي أصبح يتكون منها نظام الجباية المحلية للبلديات بعد مختلف الإصلاحات التي عرفها هذا النظام منذ سنة 1992 والى غاية 2017، ودور هذه الإصلاحات في الرفع من مردودية الموارد الجبائية لبلدية ادرار، وانعكاسات ذلك على التنمية المحلية بذات البلدية.
