معايير تصنيف المجلات العلمية في الجزائر وأثرها على تحسين جودة الأبحاث

Résumé: في إطار تجسيد البرامج الإصلاحية التي تعرفها الجامعة الجزائرية، والرامية إلى تحسين جودة التكوين الجامعي والبحث العلمي، توجهت الوزارة المعنية(وزارة التعليم العالي) نحو إقرار تصنيف للمجلات العلمية وفق مجموعة من المعايير. من هذا المنطلق، تبحث هذه الورقة عن أثر تصنيف المجلات العلمية في الجزائر في تحسين جودة ونوعية الأبحاث المنشورة، إنطلاقا من تحديد معايير ضمان جودة البحث العلمي، والمعايير المعتمدة في تصنيف المجلات العلمية في الجزائر، ومن ثَمَّ تقييم أثر هذه المعايير في تحسين جودة ونوعية الأبحاث المنشورة، وكذا معرفة مدى مرونة ومصداقية إجراءات النشر حسب رؤية الباحثين في الميدان. وهي بذلك تحاول البحث عن المعايير الموضوعية التي من شأنها تحقيق تصنيف عادل للمجلات العلمية بالجزائر، وفق ما يخدم جودة البحث العلمي عموما، والتي تبين من خلال نتائج الدراسة ضرورة إعادة النظر في سياسة التشريع الاحادي، خاصة ما تعلق بتصنيف المجلات العلمية ونشر الأبحاث العلمية، والخروج بها من منطق الإدارة الكلاسيكية البيروقراطية التي تعرقل الابداع والتفكير بحرية. As part of the reform programs defined by the Algerian University, the objective was to improve the quality of university education and scientific research. A classification of scientific journals was adopted according to a set of criteria. In this context, this article examines the impact of the classification of scientific journals in Algeria on improving the quality of published research by determining the criteria for ensuring the quality of scientific research and the criteria adopted in the research classification of scientific journals in Algeria. And then assess the impact of these standards on improving the quality of published research, as well as the degree of flexibility and credibility of the publication procedures based on the vision of researchers in the field. Thus, it is trying to search for objective criteria that would achieve a fair classification of scientific journals in Algeria, According to what serves the quality of scientific research in general. The results of the study show the need to review the policy of unilateral legislation, Especially what concerns the classification of scientific journals and the publication of scientific research, And get out of the logic of the bureaucratic classical administration that hinders creativity and thinking freely.
