الاصلاح الاداري للجماعات الاقليمية سبل تفعيل اللامركزية الادارية في الجزائر

Résumé: ملخص جاء الإصلاح الإداري كضرورة حتمية له أهدافه ودواعيه أين اتسم الجهاز الإداري للجماعات الإقليمية في الجزائر بطابع البيروقراطية الجامدة وطغيان المركزية إضافة إلى بعض المظاهر السلبية مثل الرشوة وسوء استغلال السلطة والمحسوبية وغيرها، كل هذا دفع الجماعات الإقليمية ضرورة اعتماد سياسة الإصلاح الإداري كأسلوب علاجي للنهوض بمنظومة الجماعات الإقليمية، حيث ركزت على ضرورة تعزيز اللامركزية الإدارية إضافة إلى توفير بعض الوسائل لدعم الإصلاح الإداري للجماعات الإقليمية التي ساهمت في تحقيق التنمية المحلية و تعزيز دور هذه الجماعات. كلمات مفتاحية: الإصلاح، الإدارة محلية، الجزائر، اللامركزية، الإصلاح الإداري، الإصلاح المالي. Abstract: Administrative reform came as an inevitable necessity with its goals and motives. Where the was the administrative apparatus of regional groups In Algeria characterized by the nature of rigid bureaucracy and the tyranny of centralization in addition to some negative aspects such as bribery, Abuse of power, Favoritism and others. All this prompted regional groups to adopt the policy of administrative reform as a treatment method to advance the system of regional groups where it focused on the need to strengthen administrative decentralization in addition to providing some means to support administrative reform for regional groups that have contributed to achieving local development and strengthening the role of these groups.
