توفير الوعاء العقاري لفائدة المرقي العقاري كتحفيز لتطوير نشاط الترقية العقارية بالجزائر

Résumé: لقد سعت الدولة إلى تنظيم و ضبط أحكام نشاط الترقية العقارية بما يتوافق و التوجهات العامة للدولة في مجال السكن ذلك من خلال اتخاذ إجراءات و تدابير جديدة تجلت معالمها بصدور القانون رقم 11/ 04 حيث يهدف هذا القانون إلى تفعيل دور الدولة في مجال دعم تمويل نشاط الترقية العقارية بما يساهم في التخفيف من حدة أزمة السكن، هذا وقد تميزت سياسة الدولة في هذا الإطار بتقديم عدة تسهيلات تخص المرقين العقاريين القائمين بمشاريع الترقية العقارية وهذا من خلال بعث مجموعة متنوعة من التحفيزات المالية تقدمها لهم بغرض تشجيعهم على الدخول بقوة في مجال الاستثمار المندرج ضمن نشاطات الترقية العقارية وهو ما يسمح لهم بالمساهمة في فتح ورشات كبيرة في قطاع السكن و التي سيكون لها دون شك الأثر الايجابي في إنعاش هذا القطاع. Abstract: The state has sought to regulate and adjust the provisions of the Activity Properties upgrade purpose in line with the general directions of the state in the area of housing, through action and new measures manifested landmarks issuance of Law No. 11/04 This law aims to activate the role of the state in support of funding Activity upgrade Real Estate, which would contribute in alleviating the housing crisis, this was characterized by the State's policy in this regard to provide several facilities belonging to Almrgin estate based projects, real estate promotion and this sent through a variety of financial incentives provided to them in order to encourage them to engage strongly in the field underneath investment within activities upgrade real estate, which allows them to contribute to open large workshops in the housing sector, which will undoubtedly have a positive impact on the recovery of the sector.
