الحكومة الإلكترونية ودورها في تحسين الخدمات العمومية من خلال التجارب العربية والعالمية

Résumé: الملخص: تستهدف هذه الدراسة بشكل رئيسي الكشف عن دور الحكومة الإلكترونية في تحسين الخدمات العمومية من خلال بعض التجارب العربية والأجنبية الرائدة في هذا المجال والنتائج التي حققتها، و بالاعتماد على المنهجين الوصفي التحليلي و دراسة الحالة. وقد خلصت الدراسة أن الحكومة الإلكترونية تعد أداة فعالة لتحسين جودة الخدمات العمومية ومكافحة الفساد بأشكاله المختلفة و التغلب على البيروقراطية لكونها تضمن : السرعة في إنجاز المعاملات، زيادة الإتقان، تبسيط الإجرءات، خفض التكاليف، الشفافية الإدارية، وهذا ما أكدته تجارب كل من دبي، وسنغافورة، ومشروع بهومي بكارناتاكا بالهند، في تطبيقها للحكومة الإلكترونية. This study aims mainly to uncover the role of e-government in improving public services through some pioneering foreign and arab experiences in this field and the results achieved, and by using the analytical descriptive method and the case study method. The study concluded that e-government is an effective tool to improve the quality of public services, combat corruption in its various forms, and overcome bureaucracy, as it guarantees : fast completion of transactions, increase mastery, simplifying procedures, cut costs, administrative transparency ,and this is confirmed by the experiences of Dubai ,Singapore ,The Bhoomi e-government project of Karnataka , in implementing e-government.
