أهمية المشاركة الشعبية في تفعيل أداء الجماعات المحلية وتجسيد التنمية في الجزائر

Résumé: ملخص: تعتبر الجماعات المحلية الآلية الأساسية والوسيلة الفعالة في مجال تحقيق التنمية المحلية، من خلال الإرتقاء بمستوى عيش الأفراد في الجوانب المختلفة، الإقتصادية والإجتماعية والثقافية والإدارية وغيرها، فالأفراد على إختلاف مستوياتهم وشرائحهم يتطلعون إلى تحسين أداء الجماعات المحلية والإرتقاء بأداءاتها أملا في تحقيق التنمية المحلية، وإنطلاقا من هذه الرأية تعتبر حتمية تطوير الجماعات المحلية والإرتقاء بأداءها من أولى الإهتمامات على مستوى السلطة والمجتمع ، عبر إدراج المشاركة الشعبية في التنمية، من خلال آليات العمل التطوعي التضامني ومن خلال إستقطاب المواهب والأفكار التطويرية للأفراد، فالتنمية المحلية وتطوير أداء الجماعات المحلية، تقوم على إستقطاب الفواعل الغير رسمية ممثلة في النخب المحلية والمجتمع المدني، بهدف الإرتقاء بمستويات العيش للساكنة المحلية.
