آليات تثمين الموارد المالية للجماعات المحلية في الجزائر

Résumé: الملخص: تعالج هذه الورقة البحثية واقع حال الجباية المحلية، وأثرها على الوضعية المالية للجماعات المحلية؛ وذلك من خلال تشريح مختلف الأسباب الكامنة لحالة العجز المالي المُزمن للعديد من بلديات الوطن، وما تخلِّفُه من أوضاع تنموية واقتصادية متردّية؛ فضلاً عن اجتراح بعض الآليات والرُّؤى التقويمية كحلول واقعية للارتقاء بالمنظومة الجبائية المحلية، ومنطلقات وأبعاد إصلاحاتها السياسية والإدارية، بما يعكسه ذلك من تحسُّن للوضعية الاقتصادية والاجتماعية للمواطن. الكلمات المفتاحية: الجماعات المحلية؛ الجباية المحلية؛ الإصلاح الجبائي؛ الموارد المالية؛ السياسة الضريبية. Abstract: This research paper deals with the reality of local levying, and its impact on the financial situation of local communities; This is done by dissecting the various underlying causes of the chronic financial deficit of many municipalities of the country, and the deteriorating development and economic conditions that they leave behind; In addition to suggesting some evaluation mechanisms and visions as realistic solutions to improve the local tax system, and the premises and dimensions of its political and administrative reforms, which are reflected in the improvement of the economic and social situation of the citizen.
