السياسة الأمنية الجزائرية: "إدارة الحدود أنموذجا"

Résumé: تواجه اليوم الجزائر كغيرها من دول العالم العديد من أشكال الجريمة المنظمة التي أصبحت عابرة للحدود، مشكلة بذلك آثاراً وانعكاسات سلبيّة على أمن واستقرار الدول الوطنية، التي أصبحت في أحيان كثيرة عاجزة عن إدارة أمن حدودها بسبب الفشل المؤسساتي من جهة وسرعة تحرك وانتشار التهديدات الأمنية من جهة أخرى. تحاول هذه الورقة البحثية تسليط الضوء على صنع السياسة الأمنية الجزائرية خاصة في مجال إدارة الحدود الوطنية؛ على اعتبار أن هذه الأخيرة هي الخطوط الفاصلة بينها وبين الدول الأخرى التي تعرف فوضى وعدم استقرار، وبالتالي يتحتم على صانع القرار التفكير في الآليات والاستراتيجيات الكفيلة بتأمين حدوده الوطنية كخط دفاعي أول. الكلمات المفتاحية: ادارة الحدود، الإرهاب، الهجرة غير الشرعية، تجارة المخدرات، التعاون الثنائي، الشرطة الحدودية. Abstract : Today, Algeria, like other countries of the world, faces many forms of organized crime that have become transnational, with negative consequences for the security and stability of national States, which are often unable to manage the security of their borders because of institutional failures and the rapid movement and proliferation of security threats. This research paper attempts to highlight Algerian security policy-making, particularly in the area of national border management; Given that the latter are the lines between them and other States that are characterized by chaos and instability, it is therefore imperative for the decision-maker to reflect on mechanisms and strategies to secure its national borders as a first line of defence.
