استراتيجيات نظام الملاءة 2 الأوروبي في إدارة مخاطر شركات التأمين

Résumé: هدفت هذه الدراسة إلى التعرف على مخاطر شركات التأمين والعوامل المؤثرة فيها، تبيان مرتكزات وقواعد نظام الملاءة 2 الأوروبي ثم استخلاص أهم الاستراتيجيات التي أتى بها هذا النظام لإدارة مخاطر شركات التأمين. وقد توصلت الدراسة إلى أن نظام الملاءة 2 الأوروبي وُضِع للتحكم في مخاطر شركات التأمين، عن طريق استراتيجيات تمثلت في: تطبيق نماذج داخلية لمتابعة المخاطر والملاءة المالية ذاتيا، زيادة مهام ومسؤوليات وظيفة إدارة المخاطر، وإدارة مخاطر الاستثمار بطريقة ديناميكية بربطها كميا برأس المال، بالإضافة إلى تعزيز دور هيئات الإشراف في متابعة المؤونات التقنية ورأس المال ومدى تطبيق الحوكمة وإدارة المخاطر، وتحقيق انضباط السوق عن طريق عن طريق الافصاح والشفافية في عرض المعلومة للمتعاملين والجمهور والهيئات الرقابية. This study aims to identify the risks of insurance companies and the factors behind that. It aims also to illustrate the principles and rules of the European solvency system 2, then to deduce the most important strategies provided by this system to manage insurance companies’ risks. The survey concluded that the European solvency system 2 was established to control the risks of insurance companies through several strategies. Among these strategies: the implementation of internal models to auto monitor risks and financial solvency, enhance the tasks and responsibilities of the risk management department, and managing investment risk in a dynamic way, which links it to the capital quantitatively. Moreover, the solvency 2 wanted to improve the role of control bodies in monitoring technical provisions and capital, and in which extent governance and risk management are implemented, and finally, achieving market ruling through disclosure and transparency for all actors.
