التغطية المؤسسية لأخطار التصدير في الجزائر - دراسة حالة -

Résumé: إن سعي الجزائر إلى تشجيع صادراتها خارج قطاع المحروقات يتطلّب العناية بتوفير كل شروط نجاح عمليات التصدير، وتذليل كل العقبات وتأمينها من الأخطار المختلفة التي يمكن أن تواجهها. في هذا السياق، تتوجّه هذه الورقة البحثية إلى تسليط الضوء على دور الشركة الجزائرية لتأمين وضمان الصادرات CAGEX في توفير الآليات والخدمات اللازمة لصالح المصدّرين لتأمينهم من حزمة الأخطار التي يمكن أن تواجه عملياتهم التصديرية، مع تناول دراسة حالة عملية تصدير لشركة جزائرية تعرّضت لمشكل في استفاء مستحقاتها المالية بسبب نزاع قانوني بين الشركة المستوردة وسكان المنطقة التي تنشط فيها. وتحليل أثر تأمين صادراتها عند CAGEX في تجاوز هذا المشكل. وقد خلص البحث إلى إثبات أهمية CAGEX في مجال تأمين وضمان الصادرات، وهو ما يُوجب التعريف أكثر بخدمات وأهميتها في ضمان وتأمين الصادرات، وتوسيع الاستشارات لزبائنها. الكلمات المفتاحية: تأمين وضمان الصادرات؛ مخاطر التصدير؛ تغطية مخاطر التصدير. Abstract: In order to encourage its exports outside the hydrocarbon sector, Algeria has to provide all conditions for the success of the export operations, overcoming all obstacles and securing them from the various dangers that they may face. In this context. this research paper shows the role of the Algerian Company of Export Insurance and Guarantee CAGEX in providing mechanisms and services for the benefit of exporters to secure them from dangers that may face their export operations. We study a case of an export operation of an Algerian company that had a problem about getting paid due to a legal dispute between the importing company and the residents of the region in which it is active. We analyze the impact of CAGEX's export insurance policy on overcoming this problem. The research proves the importance of CAGEX in the field of export insurance and guarantee, which necessitates to introduce more its services and its importance in export insurance and insurance, and to expand the consultations provided to its customers.
