الجماعات الإقليمية أي مفهوم وأي اختصاص؟

Résumé: الملخص : تعتبر الجماعات الإقليمية في أي دولة أحد ركائز تنظيمها الإداري، تقوم بجزء هام من وظيفتها الإدارية والتنفيذية وتشكل امتدادا لإقليمها بكل مكوناته، أساس العلاقة بين الدولة والجماعات الإقليمية تحكمه مبادئ اللامركزية الإدارية. وعليه، من الضروري معرفة مفهوم هذه الهيئات وما يميزها عن باقي المفاهيم المشابهة لها، وعلاقاتها بالسلطة المركزية ، هذا من جهة، ومن جهة أخرى، في عملها مع باقي الإدارات اللامركزية المحلية ومجالات اختصاصاتها، محاولين إبراز دورها المزدوج في تحقيق التنمية وترقية البعد البيئي في إطار تطبيق قانوني البلدية والولاية، على الترتيب القانون رقم 11-10 المؤرخ في 22 ديسمبر 2011 والقانون رقم 12-07 المؤرخ في 21 فبراير 2012. الكلمات الافتتاحية: الجماعات الإقليمية –مفهومها– اختصاصاتها –حماية البيئة. Abstract: Regional groups is considered as a pillars of the administrative organization in any state, it does an important part of her administrative and executive function. It is an extension of its territory with all its components, the relationship between the State and regional groups governed by the principles of administrative decentralization. Therefore, it is necessary to know the concept of these bodies and what distinguishes them from other similar concepts, and their relations with the central authority, and in their work with the rest of the local decentralized administrations and their areas of competence, we try to mention the dual role in achieving development and upgrading the environmental dimension within the framework of the application of municipal and state laws, in order law 11-10 of December 22, 2011 and Law No. 12-07 of February 21, 2012.
