متطلبات مؤسسات الأعمال الناشئة في الجزائر وآليات تمويلها

Résumé: تهدف هذه الدراسة إلى تحديد واقع المؤسسات الناشئة في الجزائر و متطلباتها ، و توضيح دور حاضنات الأعمال في دعم و ترقية هذه المؤسسات من خلال توفير الخدمات والتسهيلات والمرافقة اللازمة لأصحاب المؤسسات الناشئة ، و شرح آليات تمويل هذه المؤسسات في الجزائر مع إبراز جهود الدولة المبذولة من اجل دعم و ترقية هذه المؤسسات . ومن النتائج التي توصلت لها الدراسة هي زيادة اهتمام الدولة مؤخرا بهذا النوع من المؤسسات ويتجلى ذلك في العديد من القرارات والآليات والأجهزة المستحدثة لتهيئة بيئة جديدة مناسبة للمؤسسات الناشئة ودعمها وتطويرها. من خلال إرساء منظومة قانونية خاصة بها ، و العمل على تطوير قطاع الحاضنات و توفير آليات تمويلية جديدة، لكن رغم كل هذه الجهود المبذولة تبقى هناك مجموعة من التحديات التي تقف حائلا أمام تطورها ومن أبرزها ضعف المورد البشري وعدم تأهيله، وافتقاره لخلفية كافية حول المقاولاتية في الجزائر . This study aims to determine the reality of startups Business in Algeria and their requirements, and to clarify the role of business incubators support and upgrade these institutions by providing services, facilities and accompaniments necessary for the owners of emerging institutions, and an explanation of the financing mechanisms of these institutions in Algeria, highlighting the its efforts to support and upgrade them. Among the results of the study is the recent increase in the country's interest in this type of institution, and this is reflected in many decisions, mechanisms and devices developed to create a new environment suitable for Startups, and their support and development. By establishing a legal system of its own, working on developing the incubator sector and providing new financing mechanisms, but despite all these efforts, there are still a number of challenges that stand in the way of its development, most notably the weakness of the human resource and its lack of qualification, and its lack of sufficient background on entrepreneurship in Algeria .
