التغيير السياسي في تونس بعد 2011 : بين المسار الدستوري والفعل الثوري

Résumé: تهدف هذه الدراسة إلى معالجة موضوع التغيير السياسي في تونس وما أفرز من ديناميات تطور جديدة في المجال السياسي التونسي. وذلك في إطار جملة التحولات الجديدة التي كانت نتاج الحراك الشعبي في تونس بعد سنة 2011. من خلال تحليل ابرز محطات المرحلة الانتقالية وما تبعها من إجراءات قانونية ودستورية مرتبطة بإعادة بناء المؤسسات السياسية، والتركيز تحديدا على تحليل رهانات بناء التوافق الوطني و ما نزعت إليه الثورة التونسية من عقلنة لمسار التغيير السياسي، وتفضيل المنطق التوافقي على حساب المواجهة بين الشرعية القانونية والشرعية الثورية مما سمح بترشيد انتقال السلطة وضمن استمرارية الدولة، في الوقت نفسه الذي مكن فيه من الانتقال من الشكل العفوي واللارسمي الذي أراد تأطير الثورة، إلى أشكال أخرى حظيت بالشرعية الدستورية والوفاقية والذي أسهم بدوره فيما بعد في تأمين الحد الأدنى من الالتقاء بين مكونات النخبة التونسية حول تأطير مرحلة الانتقال الديمقراطي . This study aims to address the issue of political change in Tunisia and the resulting dynamics of new development in the Tunisian political field. And in the context of a number of new transformations that were the product of the popular movement in Tunisia after 2011, By analyzing the most prominent transitional stage and the subsequent legal and constitutional measures related to rebuilding political institutions, and focusing specifically on analyzing the stakes of building national consensus and the rationalization of the Tunisian revolution of the path of political change. The preference for consensual logic over the confrontation between legal and revolutionary legitimacy, which allowed the rationalization of the transfer of power and within the continuity of the state. At the same time it enabled the transition from the spontaneous and informal form that wanted to frame the revolution, to other forms that enjoyed constitutional and conciliation legitimacy, which in turn contributed to securing the minimum level of convergence between the components of the Tunisian elite about framing the democratic transition
