The aforementioned is familiar to people since ancient times under the Roman Empire under the so-called:System of Denominations. The registration in the Commercial Register and the Register of Handicraft Production and Crafts is regarded as a necessary control and guidance mechanism, which, based on that, the development of an economic strategy for the state is dependent. It is, also, a scale to measure the degree of development of the national economy, and a legal means to provide the person practicing in the economic activity subject to registration in one of the two registers with legitimacy. In addition to that, it has various functions that can be identified in two basic dimensions: a controlling dimension, by being a regulatory, statistical, supervisory and guiding tool for these activities in order to serve, develop and direct the national economy. , and a communicative dimension by being a legal, informational and advisory tool, to go beyondbeing merely an administrative tool to an economic intervention tool that regulates and directs the economic activities.
