Résumé: الملخص: يهدف هذا المقال إلى معالجة إشكالية جوهرية طالما واجهت المنظمة في تحقيق أهدافها و المتمثلة في ممارسة السلطة ودورها في ضبط الاختلالات التنظيمية المثبطة لدينامية التنظيم والتي في حقيقتها ترجع إلى علاقة الفاعلين في السلطة التنظيمية بمرؤوسيهم من خلال استخدام القوة والذين بدورهم يواجهونها من خلال تدبير واتخاذ سلوك استراتيجي خاص بهم، مما يخلق ازدواجية في السلطة بين الفاعلين الذين يمتلكون القوانين واللوائح التنظيمية والفاعلين المرؤوسين الذين يمتلكون سلطة العمل التقني، مما يؤدي إلى مفاوضات دائمة ترقى إلى نشوء توترات وصراعات بينهما، نتيجة محاولة كل طرف السيطرة على الآخر باستخدام الموارد المتاحة تحت تصرفه، مما يجعل دينامية التنظيم تؤول إلى حلقة مفرغة تؤدي بالمنظمة إلى ضعف توازنها و عدم استقرارها Abstract: This article aims to address a fundamental problem as long as the organization faces in achieving its objectives of exercising power and its role in controlling regulatory imbalances that discourage the dynamism of regulation, which are in fact due to the relationship of actors in the regulatory authority with their subordinates through the use of force, who in turn face it through the management and strategic conduct of their own, creating a duplication of power between actors who possess laws and regulations and subordinate actors who have the power to work technically, leading to negotiations. They always amount to tensions and conflicts between them, as a result of each side's attempt to control each other using the resources at its disposal, leading the organization's dynamism to a vicious circle that leads the Organization to its weak balance and instability.
