تصميم وإعداد الاطار الميزانياتي المتوسط المدى كآلية لتحقيق إستدامة مالية للدولة في ظل القانون العضوي الجديد رقم 18-15 المتعلق بقوانين المالية

Résumé: هدفت الدراسة الى عرض كيفية تصميم وإعداد الاطار الميزانياتي المتوسط المدى كآلية لتحقيق إستدامة مالية للدولة ، في ظل القانون العضوي الجديد رقم 18-15 المتعلق بقوانين المالية ، و المرسوم التنفيذي رقم 20-335 ، المؤرخ في 22نوفمبر 2020، وتوصلت نتائج الدراسة الى أن الجزائر تعاني من هشاشة الاستدامة المالية بسبب إرتباط ايراداتها العمومية بالجباية البترولية وتأثرها بالصدمات النفطية ،ومنه يوصي البحث بإيجاد نموذج اقتصادي جزائري جديد يضمن استدامة مالية للدولة من خلال زيادة حصيلة الجباية العادية ،لتغطية النفقات العمومية . كلمات مفتاحية: استدامة مالية ، اطار ميزانياتي متوسط المدى ، قانون عضوي . تصنيفات JEL : H6.H61.H83 Abstract: The aim of the study was to present how the medium-term budgetary framework would be designed and prepared as a mechanism for the financial sustainability of the State, under the new Organic Law No. 18.15 on Financial Laws and Executive Decree No. 20.335 of 22 November 2020. The results of the study found that Algeria suffers from a vulnerability to fiscal sustainability because of its public revenues linked to petroleum collection and its vulnerability to oil shocks. The research therefore recommends the creation of a new Algerian economic model to ensure financial sustainability for the State by increasing the normal collection of public expenditures.
