أزمة كورونا" كوفيد 19"وتحديات الأمن الصحي (التداعيات و آليات المواجهة)

Résumé: واجه الأمن الصحي منذ ديسمبر 2019 تحولا هاما في تاريخ الصحة العامة و الرعاية الصحية وحماية المجتمعات من الأوبئة، التي شكلت فيها أزمة انتشار فيروس كورونا ( كوفيد 19) مجالا حيويا لاختبار مستوى الاهتمام بالأمن الصحي على المستوى المحلي و العالمي، لهذا هدفت هذه الدراسة إلى تبيان مدى قدرة واستعداد مختلف دول العالم للتصدي لمثل هذه الجائحة التي باتت تمثل تهديدا أمنيا بامتياز، من خلال تداعياتها السلبية على مختلف الأصعدة الاقتصادية و الاجتماعية و السياسية، حيث اختلفت طرق وأساليب الاستجابة لهذا الوباء بين الدول، فاستجابة دول شرق أسيا بما فيها الصين تختلف عن استجابة الدول الأوروبية وأمريكا، كما تشير الدراسة إلى ما تقتضيه هذه الاستجابات من اعتماد آليات مختلفة لمواجهة تداعيات هذه الأزمة، بما فيها الآليات الأمنية و الاقتصادية و القانونية بالإضافة إلى الآليات المجتمعية ووسائل الإعلام و الإتصال، والدور الهام الذي تلعبه في مثل هذه الأزمات مما يتطلب تعزيزها مستقبلا. Since December 2019, health security has faced a significant shift in the history of public health, health care and community protection from epidemics, in which the Coronavirus (Covid 19) crisis has been a vital area for testing the level of health security at the local and global levels. The study aims to demonstrate the ability and readiness of the various countries of the world to deal with such a pandemic, which has become a security threat, through its negative repercussions on economical, social and political levels, however the methods of response to this epidemic differ among countries. The response of East Asian countries, including China, is different from that of European countries and America. as the study indicates These responses require the adoption of various mechanisms to face the repercussions of this crisis, including security, economic and legal mechanisms, in addition to social mechanisms including media and communication, and the important role they play in such crises, which requires strengthening them in the future.
