دور الجماعات المحلية في تجسيد استراتيجية التكيف مع تغيرات المناخ في الجزائر

Résumé: استقطبت مشكلة تغير المناخ اهتمام المجتمع الدولي وانعكس ذلك في مجهودات ومساعي الدول للإتفاق على تدابير فعالة كالحد من انبعاث الغازات المتسببة في ارتفاع درجة حرارة الأرض، وما نجم عن ذلك من آثار أدت في الأخير إلى المساس بالأمن البيئي في الدول، وإضعاف التنمية الاقتصادية والصحة العامة، لهذا بات التحدي ليس فيما إذا كان تغير المناخ يحدث أو لا؟ يجب التعامل معه أو لا؟ وإنما بجمع أمم العالم على قضية واحدة مشتركة حتى لا تكون الجائزة مجرد خفض في انبعاثات غازات الاحتباس الحراري، ولكن عودة الالتزام الشامل بأهداف حماية البيئة والتنمية المستدامة، و قد أكدت الجزائر على انخراطها في المساعي الدولية للتكيف مع تغيرات المناخ عن طريق وضع سياسات لتجسيد ذلك، يتم تنفيذها في نهاية المطاف من قبل السلطات في قطاعات مختلفة، والمسؤولين المحليين والمواطنين أنفسهم، بالإضافة إلى التعاون الإقليمي والدولي لبناء القدرة على التكيف مع تغير المناخ، وهذا ما سنوضحه في ورقتنا البحثية هذه بالتركيز على دور الجماعات المحلية في تجسيد الاستراتيجية الوطنية للتكيف مع تغيرات المناخ. Abstract: The problem of climate change has attracted the attention of the international community and this has been reflected in the efforts and efforts of states to agree on effective measures such as reducing the emission of gases that cause global warming, and the effects that have ultimately affected environmental security in states, weakening economic development and public health, so the challenge is not whether climate change is occurring or not? Should it be dealt with or not? Algeria has emphasized its involvement in international efforts to adapt to climate change by developing policies to reflect this, which are ultimately implemented by authorities in different sectors, local officials and citizens themselves, as well as regional and international cooperation to build resilience to climate change, which we will explain in our research paper. These focus on the role of local communities in the embodiment of the national strategy for adapting to climate change.
