الإنفاق الحكومي وزيادة الإنتاجية والتنمية في الاقتصاد من خلال فروض وليام باومول.

Résumé: سوف نحاول من خلال هذه الورقة البحثية تطبيق المبادئ الاقتصادية التحليلية باستخدام مناهج تحليل وتقييم المنافع والتكاليف لدراسة وقياس دوال إنتاج الخدمات الحكومية من خلال المدخلات والمخرجات والفن الإنتاجي المستخدم، لتقديم التسهيلات والخدمات العامة للمستهلكين أو المواطنين، ودراسة إمكانية استخدام الإنفاق الحكومي كمقياس لمنافع المستهلك من المنتجات أو المخرجات من السلع والخدمات الحكومية، والقيام بمقارنة الإنفاق الحكومي على المخرجات المنتجة من السلع والخدمات الحكومية مع كمية وأسعار المدخلات المستخدمة في عملية الإنتاج. كما سنقوم في هذه الورقة بقراءة تحليلية ودراسة جزئية باستخدام مفهوم المرونات لفروض وليام باومول، والتي يرى من خلالها أن زيادة الإنتاجية في بعض قطاعات الاقتصادية ستدفع موجة من الزيادات في الأجور خلال الاقتصاد، وأنه حينما تتطور الإنتاجية وتتحسن لا تحدث زيادة في تكاليف الإنتاج ويؤدي كل ذلك إلى دفع عجلة التنمية في الاقتصاد وصولا إلى التنمية المستدامة. Abstract: We will try through this paper to applied the economic analytical principles using the analysis methods and assess the benefits and costs to study and measurement functions production of government services through the inputs, outputs and Art productive user, to provide facilities and public services to consumers or citizens, and to study the possibility of using government spending as a measure of consumer products or benefits output of goods and services from the government, and do comparing government spending on outputs produced goods and government services with the quantity and price of the inputs used in the production process. As we will in this paper do an analytical reading and studying the partial use of the concept of elasticities of hypotheses William Baumol, which sees through which to increase productivity in some economic sectors would pay a wave of wage increases through the economy, and that when productivity evolve and improve an increase in production costs do not occur and lead it all to accelerate development in the economy leading to sustainable development.
