مسارات تحول الدولة: بين تأثير الترتيبات المؤسسية ومبادئ الحوكمة- دراسة نظرية تحليلية من منظورالنقاش النيوليبرالي والنيومؤسسي –

Résumé: تتناول هذه الدراسة كيفية تحول الدولة من منظور الجدل والنقاش النظري الدائر بين الليبرالية الجديدة (Neo libéralism) والمؤسساتية الجديدة (Neo -institutionnalism) حول طبيعة هذ التحول وانعكاساته على بنية ووظائف الدولة، الأمر الذي يستدعي التعامل معها من منظور الحوكمة من جهة والمؤسساتية التاريخية من جهة أخرى التي تسلط الضوء على جوانب الاستمرارية والتغيير في بنية الدولة وأدوارها. بناءا على هذا تسعى هذه الورقة البحثية إلى فهم كيفية حدوث تحول الدولة والمسارات التي تأخذها وقد توصلنا إلى نتائج مفادها أن تحول الدولة يأخذ ثلاثة مسارات محتملة وهي: مسار التحول الجذري للدولة، مسار إعادة إنتاج منظومة الدولة القائمة يتجه للاستمرار أكثر من التغيير، مسار التحول التدريجي ويعتبر المسار الأنسب والمقبول لأن الدولة لا تقبل التغييرات الثورية والفجائية وإنما بحاجة إلى التحول التدرجي للمؤسسات. Abstract: This study addresses the modality of the transformation state from the perspective of controversy and theoretical discussion between neoliberalism and neo institutionalism. Through this discussion, we shed light on aspects of continuity and change in the structure and functions of the state in View it from the perspective of governance and historical institutionalism which sheds light on the aspects of continuity and change in the structure of the state and its roles. Based on that The study aims to understand how the state transformation in view of Institutional Change which lead to Three possible paths. Firstly, the path of radical transformation in the institutions. The path of reproduction existing institutions. The third path is the gradual transformation of the institutions of the state.
