المعضلة الديمقراطية العربية بين الشرعية و السلطوية

Résumé: تعتبر كل من موجات التحول الديمقراطي و ثورات الربيع العربي أهم عاملين من عوامل التحول الديمقراطي في الدول العربية ، لكن هذا التحول الديمقراطي لم يستطع أن يستقر على المسار الصحيح المؤدي غلى الديمقراطية كممارسة و ليس كشعارات ، فأغلب الأنظمة العربية بعيدة كل البعد عن مبادئ الديمقراطية المتمثلة على سبيل المثال لا الحصر في احترام حقوق الإنسان، التداول السلمي على السلطة ، الشفافية و المساءلة الشعبية، مما دفع بنا إلى وصفها بالمعضلة الديمقراطية العربية نظرا لاستعصاء الوصول إليها، و هذا راجع لعدة أسباب أهمها سلطوية الأنظمة السياسية العربية و عدم قبولها التنازل عن شرعيتها المفقودة أصلا، فدراستنا الحالية تهدف إلى تحليل واقع الأزمة الديمقراطية العربية و البحث عن أسباب التأخر العربي في مجال التحول الديمقراطي ، من خلال دراسة الأنظمة السياسية العربية و أساليب تعاملها مع موجات التحول الديمقراطي المختلفة. ABSTRACT: The waves of democratization and the Arab Spring revolutions are considered the most important factors of the democratic transition in the Arab countries, but this democratic transition was not able to settle on the right path that leads to democracy as a practice and not as slogans, as most Arab regimes are far from the principles of democracy represented in For example, but not limited to respect for human rights, peaceful transfer of power, transparency and popular accountability, which led us to describe it as the Arab democratic dilemma due to the inaccessibility to it, and this is due to several reasons, the most important of which is the authoritarianism of Arab political regimes and their refusal to give up their originally lost legitimacy. Our current study aims to analyze the reality of the Arab democratic crisis and to search for the reasons for the Arab delay in the field of democratic transition, by studying the Arab political systems and their methods of dealing with the various waves of democratic transformation.
