سياسات التشغيل في الجزائر وإشكاليات التنفيذ بين الدولة والقطاع الخاص: تحليل نتائج سياسة التشغيل في ولاية الجلفة (من 2021 إلى 2023)

Résumé: تهدف هذه الدراسة إلى تقييم دور الدولة والقطاع الخاص في تنفيذ سياسات التشغيل بالجزائر، وتحديد مدى مساهمة القطاع الخاص في إنجاح سياسة التشغيل الوطنية، ولأجل ذلك تم إسقاط هذه الدراسة على ولاية الجلفة بهدف تحليل نتائج سياسة التشغيل بها خلال الفترة الممتدة من 2021 إلى غاية 2023، وقد توصلنا إلى أن دعم الدولة واستحداثها لمجموعة من الآليات ساهم إلى حد ما في توفير مناصب شغل بالولاية، في المقابل تقصير القطاع الخاص في أداء دوره في تنفيذ سياسة التشغيل قياسا بما يتلقاه من دعم، وكانت مساهمته ضئيلة جدا في سياسة التشغيل بالولاية، وعليه يجب إعادة النظر في تبني القطاع الخاص لسياسة التشغيل الوطنية، وضرورة إعطاء الأولوية للاستثمارات الخاصة التي تستقطب أكبر عدد ممكن من اليد العاملة. This study aims to evaluate the role of the state and the private sector in implementing employment policies in Algeria, and to determine the extent of the private sector's contribution to the success of the national employment policy. To this end, this study was applied to the Wilaya of Djelfa with the goal of analyzing the results of the employment policy there during the period from 2021 to 2023. We found that state support and the establishment of a set of mechanisms contributed somewhat to providing job opportunities in the Wilaya. On the other hand, the private sector has fallen short in fulfilling its role in implementing the employment policy compared to the support it receives, and its contribution to the employment policy in the Wilaya has been very minimal. Therefore, there is a need to reconsider the private sector's adoption of the national employment policy and to prioritize private investments that attract as many workers as possible.
