واقع الفساد الاقتصادي في الدول العربية حسب مؤشر مدركات الفساد و سبل مكافحته من المنظور الإسلامي

Résumé: تهدف هذه الدراسة إلى تحليل واقع الفساد الاقتصادي في الدول العربية مع التركيز على حالة الجزائر حسب مؤشر مدركات الفساد للفترة (2003-2019) إضافة إلى بحث سبل مكافحته من المنظور الإسلامي. وتم التوصل في هذه الدراسة إلى أن الدول العربية بما فيها الجزائر تعاني من استشراء ظاهرة الفساد الاقتصادي. و رغم الجهود المبذولة لمكافحة الفساد الاقتصادي في الجزائر إلا أنها حلّت في المرتبة 106 دوليا من أصل 180 دولة شملها تقرير مؤشر مدركات الفساد لسنة 2019، ما يفرض ضرورة الإسراع في مكافحة انتشار هذه الظاهرة بجدية من خلال تطبيق وتفعيل كل من الإستراتيجية الوقائية والعقابية التي نص عليها التشريع الإسلامي. الكلمات الدالة: الفساد، الفساد الاقتصادي، مؤشر مدركات الفساد، منظمة الشفافية الدولية، التشريع الإسلامي. This study aims to analyze the reality of economic corruption in the Arab countries focusing on case of Algeria according to Corruption Perceptions Index for the period (2003-2019), in addition to discussing ways to combat it from the Islamic perspective. It was concluded that the Arab countries, including Algeria, suffer from the widespread of economic corruption phenomenon. Despite efforts to combating economic corruption in Algeria, it ranked 106 th out of 180 countries in Corruption Perceptions Index (2019). This imposes the need to accelerate the fight against the spread of this phenomenon seriously through the application and activation of both preventive and punitive strategy which is provided for in Islamic legislation.
