تجربة الاقتصاد الإماراتي في التنافسية العالمية

Résumé: حاول هذا المقال التطرق الى تجربة الامارات العربية المتحدة في التنافسية الدولية من خلال محورين الاول وضع بعض المفاهيم المتعلقة بالتنافسية الدولية، ثم المحور الثاني، تعلق بتجربة الامارات العربية المتحدة في هذا المجال. بعد استخدام المنهج الوصفي التحليلي، خلصت الورقة الى العديد من النتائج من بينها أنّ الإمارات خصصت مجلس للتنافسية لتعزيز تجربتها في مجال تعزيز التنافسية في كل القطاعات، ووضعت تعريفا خاصا بها لمفهوم التنافسية يتلخص في القدرة على تحقيق الازدهار للدولة على المدى الطويل، مع المحافظة على التوازن بين الإنتاجية، وجودة الحياة للوطن والمواطن. تتمثل جهود الامارات العربية المتحدة لزيادة القدرة التنافسية، من خلال الإجراءات والخدمات الحكومية، والتحديث المستمر للبيئة التشريعية والتنظيمية، والعمل على رفع مستوى الإنتاجية، وتعزيز الكفاءة والفاعلية، كما تركز حكومة دولة الإمارات جهودها في الانتقال إلى اقتصاد المعرفة، في الأخير تواصل الامارات العربية تصدّر الدول العربية في مجال التّنافسيّة، كما أنها برزت في مراكز متقدمة في العديد من التقارير العالمية على غرار الكتاب السنوي للتنافسية، رأس المال البشري العالمي، تقرير تنافسية السياحة والسفر، مؤشر الابتكار العالمي، تقرير سهولة ممارسة الأعمال، ...الخ. الكلمات المفتاحية: تنافسية دولية، امارت عربية متحدة، مؤشرات تنافسية، ابتكار، انتاجية. Abstract: This study aim to discuss the experience of the UAE in international competitiveness. We divided this work to two axes. The first part present the concept of international competitiveness, and the second one, summarizing the experience of UAE, using the descriptive analytical approach. We concluded with some results, in particular, the UAE has appointed a Competitiveness Council to strengthen their experience in improving competitiveness in all sectors, and has developed their own definition of the concept of competitiveness, that is, the ability to ensure the country’s long-term prosperity, while maintaining a balance between productivity and the quality of life. The UAE keep efforts to increase competitiveness, through government procedures and services, and the development of the legislative and regulatory environment, raise the level of productivity, and improve efficiency and effectiveness. The UAE is concentrating its efforts in the transition to a knowledge economy. The UAE continues to keep its first place in the Arab countries in competitiveness, also emerged in advanced positions in many international reports, such as: annual competitiveness report, global human capital, tourism competitiveness report, global innovation index, business ease report, etc. Keywords : International competitiveness, United Arab Emirates, competitive indicators, innovation, productivity.
