هندسة أمن الحدود الجزائرية: من أجل استراتيجية شاملة في الفضاء الافرومغاربي

Résumé: يتناول موضوع هذه الدراسة الموسومة بـ: هندسة أمن الحدود الجزائرية: من أجل استراتيجية شاملة في الفضاء الافرومغاربي، أحد الموضوعات الاستراتيجية المهمة التي تخص الأمن الجزائري، حيث تحاول فيه تحليل أحد الدوائر المركزية للأمن الجزائري وهما المغرب العربي والساحل الإفريقي، والذي بات يشكلا الشغل الأمني الشاغل للأجهزة الأمنية الجزائرية، التي تقوم بصياغة استراتيجياتها العسكرية وجاهزيتها القتالية في تأمين حدودها محليًا وإقليميًا للحد من التهديدات التي تعترضها في فضائها الجيوسياسي، ومن هذا المنطلق تهدف هذه الدراسة في البحث عن السبل التي تمكن الجزائر من هندسة أمن حدودها مع دول الجوار في ظل التحديات والتهديدات التي تعرض أمنها في بيئتها الأفرومغاربية حيث تفترض الدراسة بأن الدائرتان المغاربية-الساحلية الأكثر إفرازًا للتهديدات الأمنية التي كان لها الأثر البالغ على أمن الجزائر، وبذلك يعتبر المدخل الأمن التعاوني الإطار الأمثل لاحتواء هذه التهديدات الأمنية الإقليمية وفي تعزيز أمنها الحدودي. لمواجهة هذا الوضع بطريقة أفضل في المستقبل دعت الدراسة إلى ضرورة تبني مقاربة شمولية عقلانية في مواجهة التحديات والتهديدات الأمنية في جوارها الإقليم، وإلى تقويم مستمر لما يحظى منها بالأولوية، والاخذ بعين الاعتبار للخصوصيات المحلية عند اتخاذ القرار. الكلمات المفتاحية: أمن الحدود، الإرهاب، عملية البناء (الأمن المجتمعي)، الجزائر، الفضاء المغاربي، الساحل الإفريقي، الاستراتيجية. Abstract: The subject of this study, tagged with: Engineering of Algerian border security: for a comprehensive strategy in the Afro-Maghreb space, deals with one of the important strategic issues concerning Algerian security, in which it attempts to analyze one of the central departments of Algerian security, namely the Arab Maghreb and the African coast, which has become a major security concern. For the Algerian security services, which are formulating their military strategies and combat readiness to secure their borders locally and regionally to reduce the threats they face in their geopolitical space, and from this standpoint this study aims to search for ways that enable the sanctions In terms of security engineering its borders with neighboring countries in light of the challenges and threats that threaten its security in its Afro-Maghreb environment, the study assumes that the Maghreb-coastal departments are the most secretive of security threats that have had a great impact on the security of Algeria, thus the cooperative security entrance is the best framework to contain these threats Regional security and in enhancing its border security. To better address this situation in the future, the study called for the necessity of adopting a comprehensive, rational approach in facing security challenges and threats in its regional neighborhood, and to continuously evaluate what is a priority, and take into consideration local peculiarities when making a decision.
