دراسة العلاقة بين سعر الصرف و السياسات الإقتصادية الكلية

Résumé: The aim of this study is to learn the nature relation between exchange rate and the whole economic policies, and exchange rate policy that follow a significant role in restore the economic balancies especially which is relating with the reduction of rate of inflation and ameliorate the balance of payment, and this study the efficiency of economic policies in realizing of the equilibrium in the stability and elasticity of the exchange rate. The monetary approach of exchange rate is based on basic characteristic which distinguish it form elasticities and absorption approaches, this characteristic is linking equilibrium in money market to the external equilibrium. The model summarizes the determinants of exchange rate in the relative real money supply, relative real income, relative interest rates, relative inflation rate, foreign and domestic current account. In briefs the hypotheses are all accepted, except the hypothesis which is related to the nature of the relationship between exchange rate and real income, where nearly the estimation illustrated that the monetary effect exceeds the real effect of income, this emphasizes the fact that the exchange rate is determined by monetary variables beside the real variables. إن الهدف من هذه الدراسة هو معرفة طبيعة العلاقة بين التغير في سعر الصرف و السياسات الاقتصادية الكلية، حيث تلعب سياسة سعر الصرف المتبعة دورا هاما في استرجاع التوازنات الاقتصادية، خاصة فيما يتعلق بانخفاض معدلات التضخم، تحسن رصيد ميزان المدفوعات...الخ، كما بينت الدراسة فعالية السياسات الاقتصادية (النقدية و المالية) في تحقيق التوازن في ظل ثبات و مرونة سعر الصرف. يلخص النموذج محددات سعر الصرف في: العرض النقدي الحقيقي النسبي، الدخل الحقيقي النسبي، معدلات الفائدة النسبية، معدلات التضخم النسبية ورصيد الحساب الجاري المحلي و الأجنبي. و كخلاصة يمكن قبول الفرضيات باستثناء الفرضية المتعلقة بطبيعة علاقة سعر الصرف بالدخل الحقيقي، حيث أوضحت نتائج التقدير تفوق الأثر النقدي على الأثر الحقيقي للدخل، و هو ما يؤكد على حقيقية أن سعر الصرف يتحدد بمتغيرات نقدية إلى جانب المتغيرات الحقيقية.
