تقييم سياسة إنتاج وتصدير الغاز الطبيعي في الجزائر مقارنة بدولة قطر

Résumé: مـلخص: إن الغاز الطبيعي أمل جديد في تحديث الإقتصاد الجزائري، فمستقبل الطاقة في الجزائر يكمن في الغاز الطبيعي، وتأمل الجزائر في تحقيق طفرة من الإحتياطات المؤكدة للأجيال القادمة، ومنها تحسين معدلات الإنتاج، وأيضا إمكانية إسالته لتسهيل تصديره إلى دول العالم. وقد وضعت قطر كدولة مقارنة مرجعية بالنسبة للدولة الأصل الجزائر، كون قطر لها تقريبا نفس مقومات الجزائر لترقية وتطوير الصناعة الغازية ( الإحتياطي، الموقع الجغرافي،...إلخ )، وكذا كونهما عضوين في كل من منظمة الأوبك ومنظمة الأوابك فضلا على كونهما دولتين عربيتين. ومن المنطلق، تهدف دراستنا إلى التعرف على المعوقات التي يواجهها قطاع الغاز الطبيعي في الجزائر على ضوء سياسات الدولة في هذا السياق. وتهدف أيضا إلى تقديم مقترحات لتعظيم إستفادة الدولة من إنتاج وتصدير الغاز الطبيعي دون الإخلال بإحتياجات البلاد من الطاقة النظيفة التي يمكن أن تحصل عليها من الغاز الطبيعي. Summary The natural gas is new hope to modernize the economy of Algeria, Algeria's energy future lies in natural gas, and it’s in hopes of achieving a breakthrough of proven reserves for future generations, and to improve production rates, and also the possibility of liquefy it to facilitate export to the world. Qatar has developed as a reference for comparison of the State of origin Algeria, Qatar have almost the same features of Algeria for the upgrading and development of industry (reserve, geographic location, etc.), as well as being members of OPEC and OAPEC, as well as being two Arab capitals. Our study aims to identify the constraints that face natural gas sector in Algeria in light of State policies in this context. It also aims to present proposals to expand the State benefit from the production and export of natural gas without disrupting the country's clean energy that can be obtained from natural gas.
