Résumé: الملخص: الحاضنات التكنولوجية أداة مهمة في تحقيق التحول الرقمي للقطاع الحكومي، كونها تلعب دورا رئيسيا في تعزيز الابتكار، وذلك بتفعيل النظام البيئي الداعم للرقمنة والشركات الناشئة الناشطة في مجال تطوير المنتجات والخدمات العمومية الرقمية. تهدف هذه الدراسة الى استقراء دور الحاضنات التكنولوجية في تحقيق التحول الرقمي للجماعات المحلية من خلال تبيان مساهمتها في تعزيز المواطنة الرقمية وتجويد الخدمات العمومية المحلية، بالإضافة الى تجسيد الحوكمة الرقمية وخلق اقتصاد رقمي على المستوى المحلي، وذلك باقتراح نموذج جديد للحاضنات التكنولوجية وهي الحاضنة التكنولوجية المحلية. Technology incubators are an important tool in achieving the digital transformation of the government sector, as they play a major role in promoting innovation, by activating the ecosystem that supports digitization and emerging companies active in the field of developing digital public products and services. This study aims to extrapolate the role of technological incubators in achieving the digital transformation of local communities by demonstrating their contribution to promoting digital citizenship and improving local public services, in addition to embodying digital governance and creating a digital economy at the local level, by proposing a new model for technological incubators, which is The local technology incubator. key words
