الإصلاح المالي ودوره في تحسين مناخ الاستثمار في الجزائر من بين أساسيات تطبيق معايير الحوكمة المالية .

Résumé: نحاول من خلال هذا المقال إلى محاولة المساهمة في عرض الإصلاحات المتعلقة بالتسيير المالي لتهيئة مناخ الاستثمار المناسب للمستثمر في الجزائر وإبراز آثارها الايجابية على معايير الحوكمة المالية ،حيث يعتبر التسيير المالي المحكم لقوانين المالية المتعلقة بالاستثمار أحد متطلبات الوصول إلى حوكمة مالية سليمة والمرتكزة على المبادئ التالية :المساءلة للمستثمرين المسؤولين عن أدوارهم في تسيير الاستثمارات ،شفافية الإجراءات المالية والإدارية ،مشاركة كل من القطاع الخاص والمستثمر الأجنبي والمجتمع المدني في اتخاذ القرارات المتعلقة بإجراءات الاستثمارات في إطار مبادئ المسؤولية الاجتماعية ومن هنا تبرز الإشكالية التي نحاول من خلالها تسليط الضوء والمفاهيم المتعلقة بمدى قدرة تحسين القوانين المالية المتعلقة بتهيئة وتسيير مناخ الاستثمار لتحقيق حوكمة مالية سليمة في الجزائر. Through this article, we try to contribute to the introduction of financialmanagement reforms to create a favorable investment climate for the investor inAlgeria and to highlight its positive effects on the financial governance standards,where the tight financial management of investment finance laws is A requirement foraccess to sound financial governance based on the following principles: accountability to investors responsible for their roles in the conduct of investments,transparency of financial and administrative procedures, participation of the privatesector, foreign investors and civil society in decision-making on Investmentprocedures in the framework of the principles of social responsibility. Theproblem that we are trying to highlight and concepts regarding the ability to improvethe financial laws on the creation and operation of the investment climate to achieve sound financial governance in Algeria.
