نحو تطوير رأس المال الفكري و توجيهه لتنويع القاعدة الاقتصادية بالجزائر

Résumé: لا شك أن رأس المال الحقيقي الذي تمتلكه المنظمات و الدول هو رأس المال الفكري بل إن القوة الحقيقية و قيمتها بين الدول أصبحت في الوقت ،)Intellectual Capital( الحالي ترتكز على ما تملكه من رأس المال الفكري. و على الرغم من إدراكنا بصعوبة قياس عائد رأس المال الفكري سواء على المستوى الجزئي )المنظمة( و كذا على المستوى الكلي )الدولة(، رغم المحاولات المتعددة، فإننا ندرك أهميته كعنصر و عامل أساسي من أجل تنمية حقيقية:اجتماعية و اقتصادية و بيئية. هذا بشكل عام، فإذا نقلنا الأمر إلى الواقع، فإننا سنجد أن المصدر الأساس لرأس المال الفكري هو المورد البشري. و هذا البحث هو محاولة لوضع مقترحات أسس من أجل تطوير رأس المال البشري )و قبل ذلك و معه و بعده المورد البشري( في الجزائر و من ثم توجيهه لتنويع القاعدة الاقتصادية، خاصة مع علمنا أن الاقتصاد الجزائري اقتصاد ريعي يعتمد بشكل تام على النفط There is no doubt that the real capital owned by organizations and States is the “Intellectual Capital”. It is the real strength and value of the States and had become for the time being based on their possession of intellectual capital. Although the difficulty of measuring the return of the intellectual capital, both at the micro level (Organization), as well as at the macro level (State), despite multiple attempts, we are aware of its importance, as an essential factor for genuine sustainable development : social, economic and environmental. This is from the theoretical view.
