تأثير تقلبات أسعار البترول على ميزان مدفوعات الدول العربية المضيفة للاستثمار الاجنبي المباشر

Résumé: إن أغلب الدول ومنها دول عربية وإفريقية تأثرت بتقلبات أسعار البترول لاعتمادها في تمويل اقتصادياتها وتوازناتها المالية –كليا أو جزئيا- على تصديره أو استراده، مما دفعها للبحث على سبل أخرى لجعل تبادلاتها التجارية والاقتصادية خارج عن التبعية النفطية. بما أن الدول العريية المجاورة للإتحاد الأوروبي تملك موارد طبيعية ويعوقها الفقر والنقص في البنى التحتية والحوكمة غير الرشيدة فالتعاون والاستثمار المشترك ما بين هذه الدول والإتحاد الأوروبي هو الحل الاقتصادي الذي سيوحد ما بينها عن طريق الاستثمار الأجنبي المباشر الموجه بتخطيط استراتيجي خارجي يقضي تعزيز الشراكات والمساهمة في تحقيق أهداف التنمية المستدامة. :Abstract Most countries, as Arab and African countries have been affected by the volatility of oil prices in order to finance their economics and their financial balances-macroeconomical side or microeconomical- to export or import them. This has led them to seek other ways to make their trade and economic exchanges independent of oil dependency. The Arab countries neighboring the European Union have natural resources and are hampered bay poverty, lack of infrastructure and bed governance, thus cooperation and joint investement between these countries are the economic solutions that will unite them in the way by the foreign direct investment directed from an external strategic planning to strengthen partnerships and contribute to achieving objectives of sustainable development.
