حوكمة الإدارة الإلكترونية "بين حتمية التغيير و معوقات التطبيق"

Résumé: ملخص: في عصر تحكمه المتغيرات المتسارعة و التحديات ذات الصبغة الكونية التي تؤثر على المجتمعات تصبح حوكمة الإدارة الإلكترونية ضرورة ملحة للإدارة العربية بمنظور أشمل بكثير من مجرد البحث عن استراتيجيات جديدة لإحداث التغيير و التنمية،و تعد الجزائر إحدى الدول التي عملت على تطوير خدماتها بالانتقال من نظام الإدارة التقليدية إلى نظام الإدارة الإلكترونية ،و الإسهام في تعزيز مبادئ الحوكمة للحد من الفساد و البيروقراطية ،لكن في المقابل يواجه هذا النظام جملة من المعوقات التي تشكل حاجزا أمام تجسيدها و هو ما يقتضي وعيا شاملا من مختلف الفواعل بأهمية هذا النظام. الكلمات المفتاحية: الحوكمة ؛الإدارة الإلكترونية؛حوكمة الإدارة الإلكترونية . Abstract: The governance of electronic administration has become an urgent necessity for development in the Arab administration as a result of the rapid universal challenges and changes in the world, Algeria is one of the countries that worked on developing its electronic services and keep up with any updates by transitioning from the traditional system of management to the electronic version meanwhile providing success requirements and working on enforcing the principles of governance on the administrative level, sense of sharing and bureaucracy ,however, this system faces obstacles that obstruct its realization, which requires citizens comprehension of this system importance.
