استهلاك الطاقة في القطاع الصناعي وسياسات تحسين كفاءة استخدامها في الدول العربية خلال الفترة 2010-2016

Résumé: تتناول هذه الدراسة حالة استهلاك الطاقة في القطاع الصناعي وسياسات تحسين كفاءة استخدامها في الدول العربية. حيث تهدف هذه الدراسة إلى تحديد أنماط وحجم استهلاك الطاقة في القطاع الصناعي العربي، ومن ثم الكشف عن أنواع سياسات كفاءة الطاقة التي تتبناها الدول العربية في ذلك القطاع الحيوي. وقد تم الاعتماد في هذه الدراسة على المنهجين الوصفي والتحليلي وكذا الاستكشافي للإجابة عن أسئلة الدراسة وتحقيق أهدافها. ولقد توصلت الدراسة إلى أن القطاع الصناعي في الدول العربية يعاني من وجود أنماط غير مستدامة في إنتاج واستهلاك الطاقة، حيث أن له النصيب الأكبر من الاستهلاك مقارنة بالقطاعات الأخرى، وهذا نتيجة اعتماده الكبير على المنتجات النفطية في عمليات التصنيع وهو ما بينته المؤشرات المستخدمة، كما يتميز بكثافة استهلاكه للطاقة خاصة في الصناعات التحويلية، وهو ما جعل العديد من الدول العربية تضع سياسات وبرامج واضحة لتحسين كفاءة الطاقة، مما يساعد الصناعات على تطبيق تدابير خفض كفاءة الطاقة لخفض التكاليف وتحقيق وفورات ملموسة في استهلاك الطاقة. This study deals with the state of energy consumption in the industrial sector and energy efficiency policies in the Arabic countries. So, this study aims to identify patterns and size of energy consumption in the Arabic industrial sector, and then disclose types of energy efficiency policies adopted by Arabic States in that vital sector. This study has been relying on descriptive and analytical approaches in order to answer the questions of the exploratory study and achieve their goals. The study attain that industrial sector in Arabic countries suffering from unsustainable patterns of production and consumption of energy, where it has the largest share of consumption as compared to other sectors, which is a result of its dependency on oil products in manufacturing processes as it is demonstrated by the indicators Used, it is characterized by energy consumption intensity in manufacturing industries, which make many Arabic countries develop clear policies and programmes to improve energy efficiency, helping industries to implement measures to reduce energy efficiency in order to reduce costs and achieve savings in energy consumption.
