مساهمة الجزائر في الأمن الطاقوي لدول الاتحاد الأوروبي في ظل الحرب الروسية الأوكرانية

Résumé: ادخل هن إن اهتمام دول الاتحاد الأوروبي بضمان أمن الطاقة له أهمية بالغة منذ عشرينيات القرن الماضي، والذي تميز بشكل كبير بعدم اليقين الاقتصادي والسياسي. ولا زال ذلك يشكل تحديا لهذه الدول خاصة في ظل الظروف الراهنة التي يشهدها العالم كجائحة كورونا والحرب الروسية الأوكرانية. ونهدف من خلال هذه الدراسة إلى بناء إطار نظري متكامل لمفهوم أمن الطاقة الأوروبي مع تقديم نظرة عامة حول الاعتماد الأوروبي على واردات الطاقة من روسيا مع التركيز على واردات الغاز. لهذا ستناقش الدراسة دور موارد الطاقة الجزائرية في تحقيق الأمن الطاقوي الأوروبي في ظل الحرب الروسية الأوكرانية. وقد توصلت الدراسة إلى عدة استنتاجات أهمها أن حرب روسيا على أوكرانيا كشفت عن مخاطر اعتماد دول الاتحاد الأوروبي على إمدادات الطاقة الروسية، كما أثبتت الدراسة انه من غير المرجح على المدى القصير أن تمتلك الجزائر القدرة الإنتاجية أو وسائل التسليم لتكون بديلاً محتمل لروسيا. Abstract: Enter your The European Union nations' interest in guaranteeing energy security has been of paramount importance since the 1920s, characterized by economic and political unpredictability. This remains the main challenge for these nations, particularly in light of the world's current conditions, such as the Corona pandemic and the Russian-Ukrainian war. The study aims to develop an integrated theoretical framework for the idea of European energy security while providing an overview of European dependence on energy imports from Russia, with a particular emphasis on gas imports. In light of the Russian-Ukrainian war, the study will examine the significance of Algerian energy resources in achieving European energy security. The most crucial finding of the study shows that Russia's invasion of Ukraine indicates the hazards of the European Union's reliance on Russian energy supplies. The study also proved that it is unlikely that Algeria will have the production capacity or the means of delivery to be a possible alternative to Russia in the short term.
