L'état De Citoyenneté Et Ses Enjeux Dans Les Pays Arabes

Résumé: الملخص : إن المواطنة هي شعور يشعر به الفرد بأنه مواطن فعلا ، وهي كذلك إحساس يحس به الفرد على أنه فعلا مواطن نتيجة لتمتعه بكل حقوقه على مختلف أبعادها ،وكذلك أدائه لواجباته بكل حرية بدون عوائق وعراقيل ،والمواطنة في الدول العربية تكاد تنعدم ميدانيا وحاضرة نظريا في دساتير وقوانين المجتمعات العربية ، لكن لا نراها على أرضية الواقع المعاش ،ولا يشعر بها الفرد العربي لأن المجتمعات العربية لا توجد بها الديمقراطية والتي تعتبر الأرضية الخصبة لنمو المواطنة ،وكذلك لا توجد المبادئ الأخرى للديمقراطية كالحرية والعدالة ،حقوق الإنسان ،وبفضل هذه المبادئ تزرع المواطنة في نفس الفرد داخل المجتمع . Abstract; Citizenship is a feeling which makes the individual feels that he is really a citizen, since it gives him all his rights, and it also allows him to perform his duties. It is obvious that citizenship is not practically well practiced in the Arab world, although all the Arab constitutions contain many articles which ensure theoretically the citizens’ rights and duties. The absence of democracy, freedom, human rights and justice lead to the absence of the citizenship in the society and the vice versa.
