رقابة الجماعات المحلية على عمليات التهيئة والتعمير في التشريع الجزائري
Résumé: رغبة من المشرع الجزائري في المحافظة على المجال العمراني وتنظيمه والاستغلال العقلاني للعقار الحضري وضبط عملية التوسع العمراني العشوائي غير القانوني، أو جد آليات ووسائل قانونية تمارس بموجبها الجماعات المحلية رقابتها في مجال البناء والتعمير. وعلى الرغم من الأهمية التي أولاها المشرّع للمجال العمراني، إلا أنّ ظاهرة انتشار البناء المخالف لقوانين التهيئة والتعمير لا زالت تثير العديد من الإشكاليات خاصة على الصعيد العملي. The Algerian legislator, which a view to preserving and regulating the urban area, the rational exploitation of urban land and the control of illegal and indiscriminate urbanization, has created legal mechanisms and means by which local groups practice control over construction and reconstruction. Despite the importance attached by the legislator to the urban sphere, the widespread construction contrary to the laws of development and recontruction still raises many problems, particularly in practice.
