دور بطاقة الاداء المتوازن في تقويم الأداء بمؤسسات التعليم العالي السودانية (دراسة حالة: جامعة الضعين)

Résumé: هدفت هذه الدراسة الى التعرف على دور بطاقة الأداء المتوازن في تقويم أداء مؤسسات التعليم العالي السودانية من خلال دراسة حالة جامعة الضعين بولاية شرق دارفور، ولأغراض جمع البيانات تم تصميم استبيان إلكتروني باستخدام نماذج قوقل وتم توزيعه إلكترونياً على موقع جامعة الضعين، تم اختبار فرضيات الدراسة على عينة بلغت (460) مفردة، واعتمدت الدراسة على المنهج التحليلي الوصفي، حيث تم تحليل البيانات باستخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS)، وتوصلت الدراسة إلى عدة نتائج منها أن هناك علاقة إيجابية بين أبعاد بطاقة الأداء المتوازن (البُعد المالي، بُعد العملاء، بُعد العمليات الداخلية، بُعد التعلم والنمو) وتقويم أدا ء جامعة الضعين، وأن بطاقة الأداء المتوازن تساهم بصورة كبيرة في توضيح الرؤية وإيصال الرسالة وتحقيق الأهداف الاستراتيجية للجامعة. وأوصت الدراسة بعدة توصيات منها: على إدارة الجامعة تشكيل فريق عمل يتكون من كافة الإدارات بالجامعة لتقويم الأداء باستخدام بطاقة الأداء المتوازن وتعريف المقاييس داخل البطاقة بوضوح حتى لا تعتمد على الآراء الشخصية، كما أوصت بضرورة انشاء قاعدة بيانات وشبكات متكاملة لربط جامعة الضعين برصيفاتها من الجامعات العالمية. This study aimed to identify the role of the Balanced Scorecard (BSC) in evaluating the performance of Sudanese higher education institutions through a case study of El Daein University in the state of East Darfur. For the purposes of data collection, an electronic questionnaire was designed using Google Forms and distributed electronically on the Daein University website. A sample of (460) individuals, and the study depended on the analytical descriptive method, where the data were analyzed using SPSS. The study reached several results, including that there is a positive relationship between the dimensions of Balanced Scorecard (Financial perspective, Customer perspective, internal Business Processes, learning and growth perspective) and the evaluation of the performance of Al-Daein University, and that the balanced scorecard contributes significantly to clarifying the vision, conveying the message and achieving goals. The study recommended: The university should form a working group consisting of all departments to evaluate the performance by using balanced scorecard and define the metrics inside the BSC clearly so that it does not depend on personal opinions, and also recommended the necessity of establishing a database and integrated networks to connect Al-Daein University with its berths from international universities.
